What those three map spots actually are

Search "plumber norman ok" and Google shows a map with three businesses above the regular results. That box is sometimes called the Google Map Pack, and it takes most of the clicks for local searches.

Those three spots are not ads and not random. Google fills them using relevance, distance, and prominence, and all three are things you can influence.

What Google weighs

Relevance: does your profile clearly say what you do, with the right business categories and services listed? Distance: are you actually near the searcher, with an accurate service area? Prominence: does Google trust you, based on reviews, photos, consistent listings, and a website that backs the profile up?

A half-empty profile fails all three tests at once. Prominence is simply Google’s word for trust, and it is earned with the same signals customers respond to: reviews, photos, and information that checks out.
